Technology planning is federally mandated for local school agencies seeking technology funding from federal programs, including the Universal Service Fund (E-Rate) and No Child Left Behind legislation (Ed-Tech Guide).

As a result, technology plans must meet federally established criteria and be approved by the state. In addition, the State Technology Plan (2000) has specific recommendations relating to planning and implementation that need to be accomplished.
